The AAE-1 cable system spans 25,000km of submarine and terrestrial networks, connecting 19 countries – Egypt, Hong Kong, Vietnam, Cambodia, Malaysia, Singapore, Thailand, India, Pakistan, Oman, the UAE, Qatar, Yemen, Djibouti, Saudi Arabia, Egypt, Greece, Italy and France. Telstra has announced that the first direct submarine cable connecting Australia with the US will be RFS in July 2022. The system is targeted to be ready for service ( RFS) in 2024. At approximately 5,000km in length, the SEA-H2X cable will consist of at least eight fibre pairs between Hong Kong SAR and Singapore, with a design capacity of 160Tbps. With the Construction and Maintenance Agreement (C&MA) and Supply Contract with HMN Tech being effective on 4 March 2022, the parties have announced that the Supply Contract has come into force.

The parties to the SEA-H2X Project have appointed HMN Tech to build the cable in a fully funded project which will greatly enhance intra-Asian connectivity. The framework is formalized as an OWL(DL) ontology named C-ODO (Collaborative Ontology-Design Ontology), and is being used within the EU NeOn project.China Mobile International Limited ( CMI), China Unicom Global ( CUG), Converge and PPTEL SEA-H2X have reaffirmed their partnership to construct and operate the South East Asia Hainan-Hong Kong Express Cable System ( SEA-H2X), a new submarine cable system that will connect Hong Kong SAR (China), Hainan China, Philippines, Thailand, East Malaysia and Singapore, with options to extend to Vietnam, Cambodia, West Malaysia and Indonesia. In this paper we present a formal framework that represents the notions needed to express requirements for the development of collaborative ontology engineering tools. In our opinion, this is partly due to the lack of both an adequate requirement analysis, which describes the actual processes and data that are usually managed during ontology-design activities, and a unifying conceptual framework, which puts together the several interrelated aspects of (collaborative) ontology design. Current tools substantially fail to address both types of need. the discussion and consensus-reaching processes on an ontology element and its rationale, should be provided too.
